There has been a continued decline in HIV transmission, but progress has slowed, particularly among women and ethnic minorities, according to an evaluation report by the UK Health Security Agency (UKHSA). 
The recent UKHSA report to the UK government showed an overall 13% decrease in new HIV diagnoses first made in England, dropping from 2,819 in 2019 to 2,444 in 2022. However, there was a worrying 6% increase between 2021 and 2022, rising from 2,313 to 2,444. Researchers believe this increase necessitates a reduction of 627 diagnoses per year to meet the 2025 transmission target.
The researchers also partially attribute the recent rise in diagnoses to slower progress in reducing HIV transmission among heterosexual women and ethnic minority groups. According to the study findings, while cases in heterosexual women had initially declined from 589 in 2019 to 447 in 2021, they surged by 26% in 2022, reaching 564.
Furthermore, the report highlights disparities within heterosexual populations. According to the research findings, while diagnoses among white British women saw a significant 39% decline between 2019 and 2022, diagnoses among black African women only decreased by 6%. Similarly, new diagnoses among heterosexual men fell by 25% from 2019 to 2022, but this progress was not mirrored in all ethnic groups.
The report also revealed a 42% reduction in new HIV diagnoses among gay, bisexual, and other men who have sex with men (GBMSM), dropping from 1,239 in 2019 to 724 in 2022. However, while the number of HIV diagnoses among white gay and bisexual men decreased significantly between 2019 and 2022, gay and bisexual men of ethnic minority groups did not see the same decline. In 2022, 42% (304 of 724) of diagnoses of gay, bisexual, and other men who have sex with men (GBMSM) were among ethnic minority groups, compared to 34% (417 of 1,239) in 2019.
“While there is much to celebrate, with numbers of HIV diagnoses continuing to decrease in certain groups, there is also much more to do. HIV diagnoses are increasing among heterosexual populations, particularly among women,” said Dr Alison Brown, Interim Head of HIV Surveillance at UKHSA.
